There is an interesting platform in Germany - Forum DistancE-Learning - to set common quality standards in the industry.
Myself, I was during the last years involved in innovative learning (PBL) in a HEI in Mozambique. Right now I study "ICTs in Education" at UCT, South Africa. In this corner there is a lot of interesting stuff going on (see: Education 3.0 - Derek Keats and Phillip Schmidt).
